Roy Kubovsky

Partner – Head of the Tenders and Administrative Law Department.

Roy specializes in managing a big plethora of complex legislative issues including and especially in Administrative Law & Tenders.

Over the last 20 years, Roy has gained substantial experience assisting companies and entities whilst dealing with tender procedures, from the preparation of the bid, way of conduct vis-à-vis the tender committee, to submission. Roy has represented in dozens of administrative petitions and temporary injunctions filed throughout or following the tender decision in a diverse range of areas (including infrastructure tenders, construction, power plants, security equipment, medical equipment, service provision and many more). Roy also has vast experience in advising tender committees throughout the tender process.

Furthermore, Roy has specialized in all aspects regarding commercial and civil disputes including corporate law, contract law, shareholders disputes, class actions, intellectual property law, insurance law and private international law. Roy represents Israeli and foreign clients, emphasizing his litigation’s multinational nature thanks to his experience in assisting foreign clients in Israel.

In addition, Roy has gained substantial experience and knowledge in the areas of distribution, marketing and retail, in a variety of fields (including cosmetics, toiletries, food, electronics, etc.).

Roy represents his clients before all judicial courts, as well as in arbitration and mediation procedures.

Prior to joining the firm, Roy worked for 17 years, including 10 years as a partner in the litigation department at Shibolet & Co.

Roy is married to Inbal, father to Daniel, Sharone and Lia, a basketball fan (of Hapoel Jerusalem), and enjoys swimming.
